Round Rock district trustee again faces possible disciplinary action

Nov 27, 2012 (Austin American-Statesman - McClatchy-Tribune Information Services via COMTEX) -- For the second time this year, Round Rock school district Trustee Terri Romere could face disciplinary action or censure by fellow board members.

The board has called a special meeting tonight to consider "discipline, including possible censure, of the Place 4 member." The discussion is scheduled for a closed session, but any action must be taken in open session. Romere could request the discussion also take place publicly, as she did for a previous closed session regarding her discipline.

It is unclear what issues have prompted the meeting. A call to Romere was not returned by deadline. A district spokeswoman said she could not provide details on closed session items.

Board President Catherine Hanna declined a phone interview because, she said, trustees by law cannot discuss closed session items. But in an email she said, "As trustees we are expected to abide by policies and a code of ethics. When questions are raised about a trustee's actions, it is our duty to discuss the matter and possibly take any appropriate action." In late April, trustees voted to censure Romere for conduct unbecoming a trustee after it said she violated board ethics, intimidated fellow board members and confronted community members who disagreed with her. At the time, district officials said that they were unaware of another instance in the district's 99-year history in which a board member had been censured.

In February, the board considered disciplinary action against Romere -- but ultimately took none -- after a parent complained that Romere had forwarded his email on school boundary changes to another community member without redacting the parent's email address. According to the state attorney general's office, email addresses of citizens who communicate with governments are confidential under the Texas Public Information Act.

Romere said she did not knowingly violate the law; the board asked the Williamson County attorney's office to investigate. the matter. Williamson County Attorney Shannon Francis took no action on the matter, telling the school board it should have instead referred the complaining individual to the proper law enforcement agency.
